MEET OUR DOCTORS
FABIAN C. VILLACIS, O.D.
WATERBURY, SOUTHBURY & PROSPECT LOCATIONS
Dr. Fabian C. Villacis is a Connecticut native having completed his Bachelor of Science degree at Quinnipiac University in 2005. He received his Doctorate in Optometry degree from the New England College of Optometry in 2011.
His experience includes externships at the Perkins School for the Blind, Worcester VA Hospital in Massachusetts, Aran Eye Associates in Miami, and Dimock Community Health Center in Boston.
In 2012, Dr. Villacis completed an optometric residency in Ocular Disease in the Connecticut Health Care System at the Newington Veteran Affairs Hospital in Newington, CT. Upon completion of the residency, he joined the staff at a multi-specialty ophthalmology firm in New Haven County.

In October 2019 he became owner of New Insight Family EyeCare in Waterbury. He has expanded New Insight Family EyeCare into Prospect, Southbury, and Farmington.
Dr. Villacis specializes in the treatment and management of ocular disease, routine eye exams, standard or complex soft contact lens fits, rigid gas permeable contact lens fits, and scleral lens fits. Dr. Villacis is pleased to accept new patients to our practice.
He is a member in good standing with the American Optometric Association, the Connecticut Association of Optometrists, National Glaucoma Society, and Volunteer Optometric Services to
Humanity of Connecticut (VOSH-CT). In June 2019 he performed a mission trip here in the United States and in January 2020 he did another mission trip in Nicaragua. His next mission is planned for Nicaragua in January 2023.
Dr. Villacis speaks Spanish fluently as his family is from Ecuador. In his free time, Dr. Villacis loves to spend time with his wife and their five kids. He also enjoys playing tennis, basketball, and most recently has begun running half marathons.

ALBERT E. GERMAIN, O.D.
WATERBURY LOCATION
Dr. Albert E. Germain is a Connecticut native having completed his undergraduate studies at Bridgewater State College. He obtained his Doctor of Optometry degree from the New England College of Optometry in 1980.
Dr. Germain was the founder of New Insight Family EyeCare in 1983. He currently is an associate optometrist at New Insight Family EyeCare and plans to continue to remain on staff for many years to come.

KELLEE E. ADAMS, O.D.
WATERBURY & PROSPECT LOCATION
Dr. Adams received her Bachelor of Science from Ithaca College in upstate New York and
continued her studies at Indiana University School of Optometry, obtaining her Doctorate of
Optometry in 2012.
During her time as a professional student, Dr. Adams was a member of the Beta Sigma Kappa
and Gold Key Optometric Honor Societies. She also served on the board of the Volunteer
Optometric Services to Humanity (VOSH), traveling to Guanajuato, Mexico each year to provide
eye care to the underserved. Her externship training included time at the Hudson Valley VA
Hospital in Montrose, New York, Keesler Air Force Base in Biloxi, Mississippi, and Centro de
Rehabilitación in Guanajuato, Mexico. Dr. Adams’ cultural field work and devotion to studying
the Spanish language allow her to offer exams in both English and Spanish.
Earlier in her career, Dr. Adams worked in a multi-disciplinary ophthalmology practice where
she gained extensive experience in the treatment and management of ocular disease. In addition,
she provided pre and post-operative care to surgical patients and managed the pediatric patient
base of the practice. Her special interests include the non-surgical treatment of amblyopia as well
as myopia management in children.
Dr. Adams is a member in good standing with American Optometric Association and the
Connecticut Association of Optometrists. Outside of the office, she enjoys spending time with
her husband and young son. She also loves traveling, hiking, and trying her hand at a new recipe.

I love creating a fun environment for young children by explaining the games we will play and showing them how different parts of the exam are done using their parent or stuffed animal as the patient first. Watching their behavior change as they begin to feel at ease is always rewarding!

This is a tough one when you’ve been in practice for 39 years because there have been many moments. I’d say in general, problem solving for patients that have had difficult prescriptions to get right, for example, patients that have needed prism.

Dr. Adam is a native of Connecticut, completing her bachelors in biochemistry and cellular and molecular biology at Connecticut College in 2016. She obtained her doctorate and masters in vision science from the New England College of Optometry in 2021, completing her thesis on visual assistive device use and abandonment among populations with low vision. For this research she received multiple awards including the Lions Emerging Leader in Low Vision, presented by the Wilmer Eye Institute at Johns Hopkins as well as the Minnie and Roseanna Turner Fund for Impaired Vision Research. In 2022, Dr. Adam completed a residency in ocular disease, low vision and traumatic brain injury at the West Haven VA Hospital in West Haven, CT. Dr. Adam specializes in the treatment and management of ocular disease, routine eye exams, and low vision rehabilitation. During her free time she enjoys running, spending time with her dog, family and friends, traveling, and enjoying nature.

VICTOR A. RICHARDSON, O.D.
FARMINGTON LOCATION
Dr. Richardson received his BA from Cornell University in 1979 and a Doctor of Optometry degree from the New York State College of Optometry in Manhattan in 1984. He completed his residency at the Northport Veteran’s Administration Medical Center on Long Island in 1985 and started Progressive Eye Care with Dr. Kimball in 1989. He is board-certified and practices in the Farmington office.

I examined a young mother with no symptoms but, unexpectedly, a small retinal embolism. Vascular work-up was negative. A year later she returns and I find another one. This is very unusual. Vascular work-up again negative and she is told not to worry about it. I tell her “No, something is not right, get a second cardiovascular evaluation”. A congenital cardiac defect is found and she undergoes surgery to close a hole in the wall separating the left and right atria.

Her favorite moment during her career up until now has been helping educate current optometry students and guiding them, as they pursue careers in the field she loves!
Nicole E. Roy, O.D.
FARMINGTON LOCATION
Dr. Nicole E. Roy is a Connecticut native who studied Pre-Medical Health Studies at the Massachusetts College of Pharmacy in Boston. In 2020, she received her Doctorate in Optometry as well as a Bachelor of Science in Optometry from the New England College of Optometry. She then went on to complete her residency in Ocular Disease at the VA Hospital in Newington CT. Dr. Roy’s clinical experience includes externships at East Boston Community Health Center, Tallman Eye Associates, Merrimack Vision Center as well as Lynn Community Health Center.
Dr. Roy specializes in the treatment and management of ocular disease. She also completes routine eye exams and is accepting new patients.
In her free time Dr. Roy enjoys spending time with her friends that she grew up with in Wolcott as well as traveling to Boston where she attended school. She enjoys playing pool and has recently joined a pool league!
